So, Windows XP is supposed to arrange the physical files in the disk in the mentioned order. Its routine is in the C:\Windows\Prefetch.
System can defragment automatically when there is not so much work to do. At this moment, system will choose the files in the Layout.ini preferentially and defragment them partially. They are the base of defragmentation program to move files.
